太古航运很高兴通知您,作为欧盟进口控制系统2(ICS2)发布的一部分,自2025年3月1日起,欧盟海关先进申报要求将发生变化。

欧盟进口控制系统2法规适用于所有卸货、转运或经过27个欧盟国家及其他三个国家(北爱尔兰、挪威和瑞士)的远洋和短途海运货物。 此举加强了海关风险管理,同时提升了进入或经过欧盟的货物的安全评估。

这对您意味着什么?
为了遵守该法规,必须在SI截止时间之前与您的装运指示(SI)一并提交强制性的入境汇总申报(ENS)数据。

以下数据项应包括在内:

• 每种商品的6位海关编码(HS编码)。
• 完整且准确的货物描述。
• 在欧盟建立的收货人的经济运营者注册和识别(EORI)号码(如果此方已分配此号码),或收货人的完整地址。
• 直达提单(单一申报)货物的买卖双方信息。
• 补充申报人的EORI,适用于买卖双方或子提单信息的自申报者(多重申报)。
• 所有各方的身份类型(如果之前未提供)。

Swire Shipping和自申报者必须至少在装船进入欧盟之前24小时提交入境申报信息。 海关将在收到提交的入境申报信息后24小时内,在集中处理的欧洲海关系统(共享贸易者界面)中进行评估。 货物仅在成功提交入境申报信息并收到运输参考号(MRN)确认后才会被批准装船。

对于已计划于2025年3月1日或之后转运的现有欧盟目的地货物,太古航运代表将与您联系,收集必要的入境申报信息。

由于提供服务所涉及的额外成本,太古航运将调整我们的安全清单文件(SMD)费用。 此修订自2025年3月15日起生效,适用于所有装载的货物,其提单日期显示目的地为欧盟或途经欧盟。 对于受联邦海事委员会监管的国家,此修订将于2025年4月1日起生效。
