Customer Advisory

This document outlines the requirements for New Zealand’s Brown Marmorated Stink Bug (BMSB) fumigation measures where offshore treatment is mandatory and action is required by Shippers or their Agents.

When importing high risk goods in containers, open top or flat rack containers, or as breakbulk, where goods are manufactured in or shipped from target countries, between 1st September 2023 and 30th April 2024, inclusive, are subject to BMSB seasonal measures.

Any target high risk or target risk goods which are manufactured in or shipped from the target risk countries will be subject to the BMSB seasonal measures and require the appropriate treatment/fumigation.

In addition, to make sure BMSB management measures are working, the New Zealand Ministry of Primary Industries (MPI) inspects specific goods arriving from BMSB-risk countries throughout the season. Accredited persons are approved by MPI to unpack cargo at transitional facilities and look for any sign of pests.

The public has an obligation under the Biosecurity Act 1993 to notify MPI if they see any risk pests, such as BMSB.

The Target Countries list has been expanded, as detailed below:

· Belgium, Bosnia and Herzegovina, Bulgaria
· Canada, Croatia, Czechia
· France
· Georgia, Germany, Greece
· Hungary
· *Italy
· Japan
· Kazakhstan, Kosovo
· Liechtenstein, Luxemburg
· Republic of North Macedonia, Montenegro
· Netherlands
· Poland, Portugal
· Romania, Russia
· Serbia, Slovakia, Slovenia, Spain, Switzerland
· Turkey
· Ukraine
· USA (excludes Alaska and Hawaii)

* Italy All containers or breakbulk, exported during the BMSB-risk season, must meet BMSB requirements:

· Containers (and their contents) must be treated with an MPI-approved treatment before they arrive in New Zealand.

There is one exception to this rule: BMSB management is not required if a fully enclosed sea container is sealed before 1 September and then exported before 1 October of the same year. To use this exception, you will need to provide evidence of the container sealing. Refer to the Import Health Standard (IHS) on the MPI website.

Transhipping through another country for treatment or repacking:
Sea containers (and their contents) from Italy may be transhipped through other countries for repacking or treatment on the way to New Zealand. When this happens, you will need to make sure Italy is listed as the country of origin, and the correct documents are submitted to the Ministry for Primary Industries (MPI). The import health standard has more information.

Notes:
All BMSB treatment must be carried out before arrival in New Zealand. This applies equally to goods arriving as breakbulk and containers.

In conjunction with, Australia’s Department of Agriculture, Forestry and Fisheries (DAFF), New Zealand and Australia will not be conducting BMSB treatments for each other. i.e., Goods bound for Australia cannot be treated for BMSB in New Zealand and vice versa. For example, if the goods have been exported from New Zealand for not meeting BMSB import conditions, they will not be permitted to be treated in Australia, and vice versa.

Open Tops / Flat Racks are deemed as Breakbulk cargo by MPI.
