This document outlines the requirements for Fiji’s Brown Marmorated Stink Bug (BMSB) fumigation measures where offshore treatment is mandatory and action is required by Shippers or their agent.
High risk goods shipped as breakbulk, in open top containers or on flat rack containers where goods are manufactured in or shipped from target countries between 1 September 2023 and 30 April 2024 inclusive, are subject to the BMSB seasonal measures.
The Target Countries List has been expanded, as detailed below:
• United States of America
• Italy
• China
• Japan
• Korea
• Taiwan
• North America
Treatment certificates MUST be obtained from the shipper prior to loading. Treatment certificates MUST be provided by an approved offshore treatment provider and using an approved treatment method detailed in article below (point 4). Please note that shippers/cargo owners are responsible for compliance.
BAF recommendations for the importation of all types of vehicles and machinery from Japan
The Biosecurity Authority of Fiji (BAF) is concerned with the increase in interception of regulated pests particularly Brown/Yellow Marmorated Stink Bugs (BMSB and YMSB, respectively) on vehicles and machinery arriving into Fiji and in the vessels that transport them, particularly originating from Japan.
BAF recommends that the following biosecurity mitigation measures are adopted by the industry to further manage the biosecurity risks associated with vehicles and machinery imported from Japan:
1. All new and used vehicles and machineries and their parts must be clean prior to loading in Japan.
2. Internal areas and surfaces of all vehicles and machinery shall be thoroughly cleaned and disinfested.
3. All vehicles and machinery shall be sprayed with a residual insecticide in the form of break-bulk or containerized units using the insecticides mentioned below:
• Bifenthrin (applied at the highest label rate available), or
• Cyphenothrin (applied at the highest label rate available), or
• Permethrin (applied at the highest label rate available), or
• Silafluofen (applied at the highest label rate available).
A. Insecticide spray should be applied to all external surfaces and compartments of vehicles and machinery, especially underneath and in and around areas and cavities capable of hiding insects such as engine bays, openings, panels that are hollow and vents.
B. The insecticide spray should be applied to clean, dry vehicles and machinery no more than 10 days before being loaded onto a vessel for export to Fiji. This should be the last treatment applied before loading.
C. Insecticide spraying should be conducted using either a compressed air spray gun, pressure retaining sprayer or fogging apparatus capable of applying the highest label rate of one of the above insecticides.
D. Two insecticide spray applications should be applied as light even coats only so it does not stream or run off.
4. Vessels carrying non-containerized vehicles and machinery shall be fogged at the last port of call in Japan as follows:
A residual insecticide in the form of an emulsion containing one of the active ingredients as mentioned below must be used:
• Bifenthrin (applied at the highest label rate available), or
• Cyphenothrin (applied at the highest label rate available), or
• Permethrin (applied at the highest label rate available), or
• Silafluofen (applied at the highest label rate available).
5. Insecticide fogging should be conducted using a fogging apparatus capable of applying the highest label rate of one of the above insecticides for large space application.
6. Operators of vessels carrying break-bulk vehicles and machinery should install at least one insect light trap (which attract and contain insects) per individual storage level in each hold to show that storage areas of the vessels are as free as possible of regulated pests. The light traps should also be made available for inspection by BAF upon arrival in Fiji.
Since these are minimum mitigating measures, BAF also encourages the industry to apply any further measures that they deem appropriate or useful in preventing the presence of regulated pests in imported vehicles and machinery of all types.

Brown Marmorated Stink Bug Season
September 01 – April 30: All requirements stated above (No: 1 – 6) are mandatory.
Non-Brown Marmorated Stink Bug Season
May 01 – August 31: Only vessel fogging is not mandatory; however, all vehicles and machineries still need to be sprayed with residual insecticide.
Interception of any BMSB/YMSB or any other regulated pests on vehicles, machinery and/or vessels may consequently result in fumigation or fogging treatment.
All pre-shipment treatments must be endorsed by the competent national authority/ treatment provider.
