Revision of Dili Port Congestion Surcharge

Dear Valued Customers,

Following Swire Shipping’s customer notice dated 18th January 2016, port and berth congestion in Dili has continued to deteriorate.

Swire Shipping has reviewed the cost impact of the additional delays, and will be revising the congestion surcharge effective from the Antung 1605. The following charges will be applied to all cargoes imported to or exported from Dili Port as follows:


20’ Container

40’ Container

Breakbulk & LCL per RVT

Port Congestion Charge (PCF)




The Congestion Surcharge, or PCF, will be invoiced in Dili to Shippers on export bookings, or to Consignees on import bookings.

The Congestion Surcharge will be reviewed on a quarterly basis, and adjusted accordingly should levels of congestion improve or deteriorate.
